GovWare 2025 concluded in Singapore after three days of discussions centred on the future of cybersecurity, bringing together more than 14,000 attendees from 90 countries and regions. Held alongside the 10th edition of the Singapore International Cyber Week, the event reinforced the growing need for governments, enterprises and technology leaders to address rising digital risks with greater coordination.
The conference took place under the theme Cyberspace: Of Starbursts, Black Holes, and Last Frontiers and examined how rapid technological advancement is reshaping security challenges. The programme focused on the expanding influence of AI, the implications of quantum computing, and how organisations can strengthen resilience while navigating increasingly interconnected systems.
Across the exhibition floor, more than 300 companies presented solutions ranging from AI-driven security tools and identity governance to infrastructure resilience and autonomous defence. Exhibitors including Cisco, Google Cloud Security, Mastercard, Palo Alto Networks, SentinelOne and ST Engineering highlighted new approaches to threats such as deepfake manipulation, post-quantum risks and supply chain vulnerabilities.
Ian Monteiro, Chief Executive Officer and Founder of Image Engine and organiser of GovWare, said the event underscored the importance of collective action. He noted that the conversations this year reflected the complexity of modern cyber risk, adding: “This year’s GovWare has reaffirmed the urgency of building collective resilience in a world defined by interdependence and complexity. Beyond the rapid evolution of technologies, what truly stood out was the depth of dialogue across policy, operational and technical spheres.”
Strategic partnerships to advance security innovation
Collaboration remained a key theme, with several announcements aimed at deepening regional cyber capabilities. Singtel signed a Memorandum of Understanding with Ericsson and HP to enhance its 5G+ Mobile Workspace solution, combining devices, connectivity and security management into one service for hybrid work environments.
NCS introduced a Quantum Ecosystem MoU with five partners to strengthen future cryptographic readiness and also entered a partnership with BlueVoyant to enhance third-party and supply chain security. ST Engineering expanded its cybersecurity initiatives through a collaboration with Blackpanda focused on supporting SMEs. It also launched a Cybersecurity Centre of Excellence with the backing of Digital Industry Singapore and the Cyber Security Agency of Singapore.
These initiatives reinforced GovWare’s position as a platform that moves beyond discussion to drive coordinated action between industry, government and technology providers.
Policy, technology and operations converge
More than 170 speakers from government, industry, academia and think tanks contributed to this year’s agenda, exploring issues spanning AI governance, geopolitical risk, supply chain trust, incident readiness and cloud resilience. Sector-specific sessions such as the Critical Information Infrastructure Forums examined security priorities in finance and healthcare.
Notable speakers included Marta Pelechová, Special Envoy for Cyberspace from the Czech Republic’s Ministry of Foreign Affairs; Ir. Dr. Megat Zuhairy bin Megat Tajuddin of Malaysia’s National Cyber Security Agency; Poornima Debolle from Menlo Security; Goh Eng Choon, President of Cyber at ST Engineering; Royal Hansen, VP of Engineering at Google; Kevin Mandia of Ballistic Ventures; and Alex Stamos, former CISO of SentinelOne.
GovWare 2025 also saw the return of government dialogues such as the Government Closed-Door Session and the Threat Intel Briefing. A new addition was AISec, created with Trend Micro, which explored how AI infrastructure can be secured while also being applied to defend against emerging threats.
David Koh, Commissioner of Cybersecurity and Chief Executive of the Cyber Security Agency of Singapore, said the event was held at a pivotal time as digital trust faces increasing strain from sophisticated and transnational cyber threats. He highlighted the importance of inclusive global cooperation and reaffirmed CSA’s partnership with GovWare in fostering innovation, insight exchange and strengthened public-private collaboration.
