Meta and Deloitte release guide to help governments adopt Generative AI

Meta and Deloitte launch a guide to help public sector agencies in Asia Pacific adopt AI using Meta’s Llama model, ensuring security and efficiency.

Meta, in partnership with Deloitte, has introduced a guide to support the adoption of Generative AI (Gen AI) in the public sector across the Asia Pacific. Titled Transforming the APAC Public Sector through Open-Source AI: Unlocking Innovation with Llama, the guide provides key strategies for implementing Meta’s open-source AI model, Llama, while ensuring security, compliance, and digital sovereignty.

This initiative aims to help policymakers, government agencies, and industry leaders understand how open-source AI can modernise public services in a cost-effective and transparent way.

How Llama is transforming public services

Meta’s Llama models are already helping government institutions improve operational efficiency and citizen services. As an open-source AI model, Llama allows public sector organisations to customise AI applications while maintaining full control over their data. Its scalability and ability to function in resource-constrained environments make it a practical choice for governments looking to automate tasks and enhance service delivery.

The guide includes real-world case studies showing how Llama is being used across the Asia Pacific region. It also draws on Deloitte’s expertise in AI adoption, offering strategic insights and implementation frameworks to help governments integrate AI effectively.

Examples of Llama’s impact in Southeast Asia include:

  • Legal judgment summarisation in Singapore: The Singapore Academy of Law (SAL) and the Infocomm Media Development Authority have deployed a Llama-powered tool that summarises legal judgments. This tool has cut processing time from several days to just 10 minutes, significantly improving efficiency. The summaries are available on SAL’s LawNet platform, which is used by around 75% of lawyers in Singapore.
  • Legal virtual assistant in Vietnam: Viettel has introduced a Llama-powered AI assistant to help citizens, businesses, and public servants navigate complex legal documents. This solution has reduced research time by about 30%, improving accessibility and efficiency.

A push for secure and transparent AI adoption

Meta and Deloitte’s collaboration is part of a broader effort to promote secure and ethical AI use in the public sector. By making AI technology openly accessible, Meta aims to empower governments to build transparent and adaptable AI solutions that prioritise citizen needs.

Chris Lewin, AI & Data Capability Leader at Deloitte Asia Pacific, said, “As the Asia Pacific region experiences rapid digital transformation, open-source AI is emerging as a pivotal force in shaping the future of public service delivery. We are pleased to develop this guide together with Meta to empower public sector players in their adoption of Gen AI with actionable recommendations, rooted in principles of trustworthy AI.”

Dr. Rafael Frankel, Director of Public Policy for Southeast Asia at Meta, added, “Meta is dedicated to unlocking the potential of open-source AI for governments across Asia Pacific. With Llama, we’re empowering businesses and public sector institutions to build transparent, adaptable, and secure AI solutions that drive innovation and progress, while putting citizens at the forefront of technological advancements.”

By equipping public sector leaders with the necessary tools and frameworks, Meta and Deloitte hope to drive AI innovation while ensuring government agencies retain control over their AI strategies.
